Workplace safety
There are no physical distancing or capacity limits for businesses and activities. Most businesses are required to maintain compliance with California’s COVID-19 Prevention Emergency Temporary Standards (ETS), which include current public health guidelines. Certain workplaces, like hospitals and correctional facilities, are required to comply with the Aerosol Transmissible Diseases (ATD) standard instead of the ETS. On May 11, 2021 at noon, Madera County advanced to the orange tier.
Basic changes are:
- Most gathering activities (private gatherings, fairs, movie theaters, gyms, hotels, museums, outdoor live events, places of worship) percentage of people allowed and capacity go up
- Restaurants are now maximum 50% capacity or 200 people (whichever is fewer)
- Retail, swap meets - no maximum capacity
- Bars (not serving meals) are now open outdoors with modifications
- Family entertainment centers, wineries, breweries & distilleries allowed indoors, limited capacity
- Offices open indoors with modifications (telework encouraged)
- Outdoor sleep away camps open June 1, 2021
- Updated Tier Table (Blueprint for a Safer Economy) from the state, shows all details of open, modified and closed business sectors

State milestones
- January 25, 2021, state lifted Regional Stay at Home Order, putting counties back to the tier system
- March 12, 2021, the state reached the goal of administering two million doses
- Allowable case numbers for the red tier decreased, allowing counties to move to lesser tiers
- April 6, 2021, the state reached the four million dose goal
- Allowable case numbers for orange and yellow tiers decreased
- April 15, 2021 "Blueprint for a Safer Economy" Updates allows additional activities
- June 15, 2021 "Beyond the Blueprint", transition to opening the economy if certain criteria are met
The state assesses case rate & test positivity weekly to determine the tier status. The Madera County Department of Public Health Containment Algorithm outlines local strategies to reopen as quickly and safely as possible.
