The Madera County Department of Social Services – Public Guardian administers an array of public assistance, child welfare, and adult services programs that serve the constituents of Madera County. These service recipients include families, children, disabled adults, elderly, and the unemployed.

DSS Eligibility provides assistance to individuals applying for various state and federally funded programs. DSS administers a multitude of public assistance programs including: CalFresh, Health Insurance, California Work Opportunity and Responsibility to Kids (CalWORKs), and General Assistance. All of these programs assist families towards achieving self-sufficiency, eliminate food insecurity, and provide access to needed healthcare.

Child Welfare’s goal is to prevent or remedy neglect, abuse, or exploitation of children while preserving, rehabilitating, or reuniting families. Child Welfare Services programs include: Emergency Response, Family Maintenance, Family Reunification, Permanent Placement services, and adoptions.
Adult Services is designed to serve Elderly and Dependent Adults in a variety of ways, including:
Adult Protective Services (APS) is designed to serve elders (age 65 or older) and dependent adults (age 18 through 64 years of age) who are unable to protect their own interests or to care for themselves. APS services are free of charge without regard to income or property if there is a need for protective services.
Aged, Blind, and Disabled (ABD) Medi-Cal is Medi-Cal for this specific demographic population.
In-Home Supportive Services (IHSS) is a program that provides assistance to those eligible aged, blind and disabled individuals (including children) who are unable to remain safely in their own homes without assistance. IHSS is an alternative to out-of-home care.

The Madera County Public Guardian/Conservator/Administrator office strives to protect individuals and/or estates from abuse through the Representative Payee Program or through Conservatorship or Public Administration. Our office serves clients by complying with Social Security rules and/or under the authority given through the California Probate and Welfare & Institutions Codes as ordered by the Madera Superior Court.
The Representative Payee Program assists clients by managing their Social Security or other income.
Probate Conservatorship is for individuals who are deemed by the Court unable to meet their needs for food, shelter, clothing, medical needs, or are substantially unable to manage their finances or resist undue influence. The Public Guardian is appointed as Conservator after all options for assistance by other means have been exhausted.
LPS Conservatorship is designed to protect individuals who are deemed by the Court as “gravely disabled” or unable to meet their needs for food, shelter, or clothing due to mental illness.
The Public Administrator handles deceased individuals’ estates in our community when no other person or family member is willing or able to administer the estate through Probate Court. Our investigation aims to ensure that Public Administration of an estate is the last resort before individual civil rights are lost.
