Madera County’s Solid Waste program encompasses various components of refuse (trash) disposal, collection, and recycling services to ensure the health and welfare of the public in unincorporated areas of Madera County. These components include, but are not limited to:
- Waste Disposal Facilities
- Residential and Commercial refuse (trash) collection services
- Recycling services
- Special waste collection and clean-up events
The Solid Waste Management Section of the Engineering Services Division is responsible for ensuring that the Solid Waste Program is administered in compliance with local, State, and Federal regulations.

Franchise Agreements
AB2048 was signed into law on September 22, 2022, and requires jurisdictions to post on its website all current franchise agreements between contract solid waste and recycling haulers and the jurisdiction.

SB 1383 Organics Recycling
California law (SB 1383, Lara, Chapter 395, Statutes of 2016) targets a 50 percent reduction in the landfilling of organic waste in 2022. By 2025, that reduction target is 75 percent. While some communities already have curbside organics collection services—including food waste collection—additional communities will need to implement organics collection programs to meet these goals.
Beginning in 2022, SB 1383 requires every jurisdiction to provide organic waste collection services to all residents and businesses.
- “Jurisdiction” means a city, county, a city and county, or a special district that provides solid waste collection services.
- “Organic waste” includes food, green material, landscape and pruning waste, organic textiles and carpets, lumber, wood, paper products, printing and writing paper, manure, biosolids, digestate, and sludges.

Edible Food Recovery Organizations and Food Recovery Services
Senate Bill 1383 requires Tier 1 and Tier 2 edible food generators to recover (for human consumption) the maximum amount of their edible food that would otherwise be disposed, but it does not require food recovery organizations and services to participate. Each food recovery organization and service can determine if they would like to work with edible food generators and what, if any, food they will take.

AB 1826 Mandatory Commercial Organics Recycling
Businesses and Multi-Family Residential Dwellings (with 5 or more units) must have an organic recycling program in place
The law’s tiered implementation schedule phases in requirements over time based on the amount and type of organics or waste produced on a weekly basis.
Implementation Dates and Thresholds:
January 1, 2017: Generate 4 cubic yards of organic waste (yard waste, nonhazardous wood waste, food waste and food soiled paper) per week must arrange for organic waste recycling services. |
January 1, 2019: Generate four (4) cubic yards or more of solid waste and recyclables per week must arrange for organic waste recycling services. September 15, 2020: CalRecycle reduced the threshold to 2 cubic yards of solid waste (solid waste is the total of trash, recycling, and organics) generated by covered businesses. |
Summer/Fall 2021:Generate two (2) cubic yards or more of solid waste and recyclables per week must arrange for organic waste recycling services. |
Organics: defined by the State (CalRecycle) as food waste, green waste, landscape and pruning waste, nonhazardous wood waste, and food-soiled paper waste that is mixed in with food waste.
How to Comply
- Source separate organic waste from other waste and participate in a waste recycling service that includes collection and recycling of organic waste.
- Recycle organic waste on site, or self-haul its organic waste off site for recycling.
- Subscribe to an organic waste recycling service that includes mixed waste processing that specifically recycles organic waste.

Roll-Off Bin Services
Pursuant to Madera County Code, only exclusive franchisees are authorized to provide containers to all residential and commercial premises for the collecting, transporting, and disposing of construction and demolition debris (C&D) and bulky waste placed in compactors of drop box containers for collection by roll-off or front-load collection vehicles.

Trash Collection Service
The County has issued two exclusive Franchise agreements with the Companies below to provide waste hauling services to the constituents of Madera County, including residential, commercial, and construction/demolition. All rates for service are approved by the Board of Supervisors pursuant to the Franchise Contract and County Code.
The waste collection services are divided into two areas; Valley Area (below 1000' elevation) and Mountain Area (above 1000' elevation). For more information or to set up service, verify hours of operation, billing questions or service pick-up schedule contact the hauler listed below in your area.
