The Engineering Services Division is responsible for managing Public Works improvement projects in the County to ensure that the projects are designed and constructed to applicable standards. This includes infrastructure improvement projects as well as development improvement projects. In addition, the division also processes encroachment, grading and transportation permits. The division is also responsible for oversight and management of the County’s Solid Waste program.
The Engineering Services Division consists of three sections:
Design & Construction Section
The Design & Construction section is responsible for the management and oversight of design and construction for Public Works infrastructure improvement projects including roads, bridges, water systems, and wastewater systems.

Annual Qualified Contractors List
Madera County accepts applications from licensed contractors to submit qualifications that may support their inclusion on the list that will be utilized for informal bidding of public projects and maintenance work. The submission period is during the month of November and December for the next calendar year.
The deadline for submission was December 31, 2022. Any submission after this deadline will not be accepted.

The Development & Permits section is responsible for the review and approval of development plans and issuance of various permits including grading permits, encroachment permits, and transportation permits.

Solid Waste Management Section
The Solid Waste Management section is responsible for the management and oversight of the County’s Solid Waste program, which consists of management and oversight of the County Solid Waste disposal facilities (Fairmead Landfill and North Fork Transfer Station) as well as refuse collection and recycling in the unincorporated areas of the County.
