About

The California Personal Responsibility Education Program (PREP) aims to reduce rates of Human Immunodeficiency Virus (HIV), sexually transmitted infections (STIs), and unplanned pregnancy among high-need youth populations. PREP staff use an evidence-based program model, Making Proud Choices, to educate adolescents on ways to reduce high-risk behaviors. Making Proud Choices (MPC) has been proven to impact sexual risk-taking behavior, including delaying the initiation of sexual activity, reducing the number of sexual partners, and increasing condom and/or contraceptive use among youth.

MPC is a 10-hour intervention that highlights the values of abstinence and safer sex practices and aims to increase participants’ confidence in their ability to negotiate against risky behaviors and utilize community resources to support their sexual and reproductive health needs. Program participants receive information about the Family PACT program and other youth services while conducting community outreach activities. Programming complies with California Health and Safety Education Codes and required evaluation and monitoring of activities.

Family PACT

California’s Family Planning, Access, Care, and Treatment (Family PACT) Program was created to provide comprehensive family planning services to eligible low-income residents. FamilyPACT insurance is available for anyone 12 years of age and older. Providers in Madera County include (but are not limited to) Camarena Health Centers, Planned Parenthood Mar Monte, and the Madera County Department of Public Health. California Healthy Youth Act

Making Proud Choices and other PREP activities follow the 2016 California Healthy Youth Act (CHYA). This bill requires school districts to ensure that all students (grades 7-12) receive comprehensive sexual health education and HIV-prevention education at least once in middle school and once in high school.

CHYA is intended to ensure that all students in California develop the knowledge and skills necessary to promote positive youth development:

  1. Prevent HIV, other sexually transmitted infections (STIs) and unintended pregnancy
  2. Develop healthy attitudes concerning their body image, gender, and sexual orientation
  3. Have healthy, positive, and safe relationships and behaviors
