madera county logoWhat is Redistricting?

Redistricting is the process of revising the 2010 Board of Supervisors' District boundaries using 2020 Census data. Every ten years after the U.S. Census, district lines must be adjusted to ensure that each district contains a similar number of residents. The U.S. Census data was originally scheduled to be released in March 2021; however, due to the COVID-19 Pandemic, that data is now projected to be released on September 30, 2021. For the County of Madera, the redistricting process must be completed by December 15, 2021, so that the Elections Department can prepare for the 2022 Primary Election. Assembly Bill 849 (2019) mandates that counties coordinate with communities regarding the process of redistricting by holding public outreach opportunities, including to non-English-speaking communities.

Why does Redistricting Matter to Me?

Redistricting determines which geographic areas are grouped together into a supervisorial district for the purpose of electing a Board member who represents the interests and concerns of that particular community to the County.

How Will the Districts Be Drawn?

Each Supervisorial District must be substantially equal in total population to the other districts. The Districts must be contiguous, and communities of interest shall be respected to minimize its division. The Districts drawn must have easily identifiable boundaries that follow natural or artificial barriers (rivers, streets, highways, etc.). District boundaries must comply with the U.S. Constitution, California Constitution, and the federal Voting Rights Act of 1965. This prohibits using race as a predominant criteria for redrawing districts and prohibits diluting the voting rights of racial or language minority communities.

How Can I Get Involved?

The County of Madera would like to invite you to participate in the undertaking of revising the Board of Supervisors District boundaries. You can participate by joining us at one of the four Board meetings/workshops (tentative dates listed below) by either:

1. Attend one of the scheduled board meetings either in person, call in, or;
2. Email us at: MC_Planning@maderacounty.com, or;

When drawing the newly proposed Board of Supervisors District boundaries, ensure to use the following criteria:

1. Districts are geographically contiguous

2. The geographic integrity of local neighborhoods or communities shall be respected in a manner that minimizes its division

3. Geographic integrity of a city shall be respected in a manner that minimizes its division

4. Easily identifiable boundaries that follow natural or artificial barriers (rivers, streets, highways, rail lines, etc.)

5. Lines shall be drawn to encourage geographic compactness. In addition, boundaries shall not be drawn for purposes of favoring or       discriminating against a political party

Once the proposed Board of Supervisors District boundaries has been drawn on the interactive map, a public remarks box will pop up. Ensure to fill out the public remarks box; once the public remarks box is closed, the proposed boundary will be saved and submitted.

How Will The Public Be Notified About Public Meetings?

Pursuant to State Law (Elections Code 21627.1), at least four public hearings are required. The location, date, and time of each meeting will be posted online at least five days prior to the hearing or workshop. Additionally, local newspapers will be used to increase circulation efforts. Other outreach methods that may be included are: Media Outreach, Outreach to civil rights, civic engagement, and community groups.
